Vicky Steiner's record

Proven leadership. Real results.

Effective representation means more than showing up for votes. It’s understanding how policy moves through the Legislature, how to build support and get it across the finish line.

A record of service

Representative Vicky Steiner has done that since 2011. Her record includes legislation supporting western North Dakota’s energy economy, protecting taxpayers, strengthening families, honoring service, and addressing real challenges facing North Dakota communities. She has served on the House Government and Veterans Affairs Committee since 2011 and as its vice chair since 2019.

HB 1168 · 2023 session

Supporting modern manufacturing and agriculture

Vicky supported legislation creating income-tax credits for qualifying purchases of manufacturing and animal-agriculture machinery and equipment used to automate processes. This helps employers invest in modern equipment, address workforce constraints, and create opportunities for more highly skilled work. It also placed the incentive within North Dakota’s regular tax-incentive review process—maintaining accountability to taxpayers.

SB 2172 · 2015 · Co-sponsor

Protecting fair oil-tax distribution

Vicky co-sponsored legislation governing the allocation and distribution of oil and gas gross-production and oil-extraction tax revenue. In an oil-producing region, getting this framework right matters: oil-tax policy affects the resources available to western North Dakotan cities, counties, schools, infrastructure, and the entire state.

HB 1257 · 2017 · Primary sponsor

Keeping the rules clear for oil development

Vicky was a primary sponsor of legislation updating approval requirements for oil-unitization plans. This legal framework is used in large-scale oil development, where multiple mineral interests and operators may be involved. Clear, workable rules provide certainty for responsible development while respecting the rights of mineral owners.

HB 1171 · 2023 · Primary sponsor

Protecting women from coerced abortions

Vicky introduced and passed legislation making it a Class C felony to force or coerce a woman to have an abortion against her will. This law provides victim-notification protections during law-enforcement investigations upon the victim’s request. It affirms that no woman should be forced into an abortion by another person.

HB 1172 · 2023 · Primary sponsor

Defending “under God” in the Pledge

Vicky introduced and passed legislation preserving in state law the wording of the Pledge of Allegiance, including the phrase “under God.” North Dakota should never discard our nation’s longstanding civic and religious heritage.

HB 1205 · 2021

Learning from maternal deaths

Vicky supported the creation of North Dakota’s Maternal Mortality Review Committee. This committee reviews maternal deaths connected to pregnancy to identify contributing factors, identify preventable cases, and recommend evidence-based improvements in care. This practical, compassionate approach helps protect mothers and families in the future.
